Federal Program Manager

Position overview

Info Gain Consulting (IGC) is seeking a Federal Program Manager to lead a full-time advisory and program-support engagement in support of a federal law-enforcement and intelligence mission. As the single accountable leader, you will serve as the primary interface with the Government and hold accountability for scope, schedule, staffing, risk, quality, compliance, and accepted delivery across an open-source intelligence (OSINT) capability effort and a technology-pilot portfolio.
This federal program management role combines government-contracting discipline with hands-on leadership of functional leads and key personnel. You will run Government reviews and executive briefings and keep delivery evidence-based. IGC provides analysis, options, and recommendations; Government officials retain all operational, intelligence, acquisition, legal, and transition decisions.

Key responsibilities

• Direct overall task-order performance and integrate program, mission-thread, and functional-support activities into one operating model.
• Serve as the primary interface with the Contracting Officer, Contracting Officer’s Representative, and Government-designated leaders.
• Approve and oversee the program management plan, integrated master schedule, risk and issue registers, and governance artifacts.
• Lead Government program reviews, executive briefings, and transition decision-support forums.
• Monitor scope, schedule, staffing, cost discipline, quality, and compliance against the firm-fixed-price task order.
• Enforce change control, accepting direction only through authorized channels and escalating potential scope changes.
• Review and approve deliverables for release after technical, compliance, accessibility, and quality-control review.
• Supervise key personnel and functional leads and maintain staffing continuity, onboarding, and succession planning.
• Integrate privacy, civil-liberties, information-protection, procurement-integrity, and AI-governance controls into execution.
• Coordinate startup, steady-state operations, and transition or closeout of Government-owned artifacts.

Required qualifications

• Bachelor’s degree in business, program management, public administration, engineering, information systems, intelligence studies, or a related field; four additional years of directly relevant experience may substitute for the degree.
• At least 10 years leading complex professional-services, mission-support, technology, intelligence, or systems programs.
• At least 5 years of program or task-order management covering integrated schedule, staffing, risk, quality, compliance, and deliverables.
• At least 3 years of direct supervisory experience leading senior professionals or multidisciplinary teams.
• Demonstrated experience with Government reviews, executive briefings, deliverables, comment resolution, and acceptance tracking.
• Ability to distinguish contractor support from inherently governmental functions and manage work through authorized direction.
• Strong written and oral communication, including briefing senior Government and corporate leaders.
• Proficiency with Microsoft 365 and program-management, scheduling, and collaboration tools.

Preferred qualifications

• Experience supporting the Department of Homeland Security, federal law enforcement, or an intelligence organization.
• Experience managing both intelligence-capability support and emerging-technology pilot or test-and-evaluation work.
• Experience managing a firm-fixed-price services contract with recurring deliverables and a hybrid workforce.
• Project Management Professional (PMP), Program Management Professional (PgMP), or comparable credential.
• Familiarity with privacy, civil liberties, CUI, cybersecurity, AI governance, and federal acquisition support.

Work arrangement

This position reports to the IGC Program Director. On-site performance depends on completion of applicable Government suitability, credentialing, workstation, facility, and access requirements. Work arrangements remain subject to Government direction and final contract requirements.

Security and access requirements

This position requires successful completion of applicable background investigation, suitability, fingerprinting, credentialing, training, nondisclosure, and access requirements. The employee must be able to obtain and maintain any required Personal Identity Verification (PIV) credential and associated facility, system, and information access; comply with secure-facility restrictions; and properly safeguard Controlled Unclassified Information, personally identifiable information, sensitive personally identifiable information, and other protected information. Candidates must satisfy any citizenship, immigration-status, suitability, and access requirements applicable to the assigned facility, system, or information.

Role boundaries

The Program Manager presents options, evidence, and recommendations but does not make Government operational, intelligence, acquisition, source-selection, legal, privacy, or technology-transition decisions. The position may not authorize work outside the contract, obligate Government funds, or direct independent OSINT collection.

Contingency statement

This position is contingent upon contract award, funding, final staffing approval, successful completion of applicable suitability and credentialing requirements, and confirmation of the anticipated start date.
