Product Manager – Federal AI Programs

Position summary

IGC is seeking a Product Manager to lead the planning, coordination, and delivery of a prospective federal artificial intelligence engineering program supporting a federal customer. The program provides dedicated infrastructure and software engineering services to develop, onboard, and operate AI solutions across enterprise cloud and technology platforms.
The Product Manager directs complex, potentially high-risk technical work; leads Agile delivery; manages scope, schedule, risk, quality, and reporting; and serves as the primary liaison between technical teams and stakeholders. This role requires hands-on technical grounding in software development, cloud, and DevOps in order to manage, evaluate, and coordinate AI, machine-learning, and full-stack engineering work in a joint government-contractor delivery environment.

Key responsibilities

  • Direct, administer, and evaluate complex programs, policies, procedures, projects, and technical initiatives.
  • Manage complex and potentially high-risk technology programs.
  • Direct daily staff activities and task execution to meet customer and corporate objectives.
  • Supervise assigned technical and administrative personnel, including subordinate leads or managers when applicable.
  • Ensure the quality, timeliness, completeness, and acceptance readiness of products, services, reports, and deliverables.
  • Participate in quality reviews, audits, technical demonstrations, assessments, site visits, and customer meetings.
  • Establish and facilitate all required Agile ceremonies.
  • Maintain Jira or other customer-provided project and product-management tools.
  • Serve as the primary liaison for coordinating activities, negotiating tasks, resolving issues, and communicating decisions.
  • Build and maintain cooperative working relationships among senior federal stakeholders, program offices, technical teams, subcontractors, and delivery partners.
  • Coordinate and monitor subcontractor activities when subcontractors are used.
  • Implement a risk- and oversight-based management approach throughout all phases of performance.
  • Identify risks, issues, dependencies, and constraints; recommend mitigation or corrective action; and maintain timely, accurate records.
  • Coordinate IT consultants, AI solution architects, developers, engineers, data scientists, security personnel, and other stakeholders.
  • Translate strategic objectives, roadmaps, business requirements, and customer priorities into executable plans and future-state technical capabilities.
  • Develop, interpret, and implement policies and procedures relevant to the program.
  • Provide leadership, coordination, and authoritative recommendations to senior stakeholders.
  • Manage backlogs, sprint plans, integrated schedules, milestones, dependencies, acceptance criteria, action items, decisions, and deliverables.
  • Prepare and maintain integrated schedules, sprint reports, weekly reports, monthly reports, quality reports, risk and issue registers, communications materials, and stakeholder reviews, including acceptance and revision cycles.
  • Oversee accessibility (Section 508) planning, testing, remediation, and documentation, and ensure accessibility work is included in sprint and release planning.
  • Ensure recommendations reflect the customer’s approved architecture, current capabilities, security requirements, and existing work in progress rather than generic industry recommendations made in isolation.
  • Coordinate ongoing demonstrations and stakeholder feedback throughout development.
  • Support AI use-case intake, feasibility analysis, prioritization, cost and schedule estimation, and product-lifecycle management.

Required qualifications

  • Minimum of five years of progressively responsible experience managing complex technical, software, cloud, data, AI, or digital-transformation programs.
  • Demonstrated experience managing complex or high-risk programs.
  • Experience supervising multidisciplinary technical and administrative teams.
  • Experience leading Agile ceremonies and using Jira or comparable tools.
  • Experience with program schedules, risks, issues, quality assurance, deliverables, stakeholder communications, and formal customer acceptance.
  • Experience coordinating subcontractors.
  • Ability to communicate effectively with senior technical and executive stakeholders.
  • Demonstrated coding proficiency and prior hands-on experience contributing to front-end, back-end, or full-stack software development.
  • Experience working with DevOps practices, cloud-computing environments, infrastructure, web development, and software architecture.
  • Experience building front-end solutions using HTML, CSS, and JavaScript, including libraries such as React or comparable front-end libraries.
  • Prototyping experience and visual communication skills.
  • Testing and debugging experience and familiarity with development tools used to evaluate application performance, usability, and page speed.
  • Knowledge of Section 508 accessibility requirements and experience delivering accessible technology.
  • Ability to work within Agile development and delivery environments and to produce complete, accurate, maintainable technical and program documentation.
  • Ability to collaborate with product owners, technical teams, security personnel, data specialists, and federal stakeholders in a joint government-contractor delivery environment rather than in isolation.
  • Bachelor’s or master’s degree in computer science, artificial intelligence, machine learning, software engineering, information technology, data science, or a closely related technical field.

Preferred qualifications

  • Ten or more years of relevant experience.
  • Master’s degree in a relevant technical field.
  • Federal program or product-management experience.
  • Experience managing AI, machine-learning, generative-AI, retrieval-augmented generation (RAG), analytics, or cloud-engineering programs.
  • Experience with federal system-development lifecycle requirements.
  • Experience supporting authority to operate (ATO), security authorization, CUI, privacy, accessibility, or FedRAMP-authorized environments.
  • Relevant certifications such as PMP, PMI-ACP, Certified ScrumMaster, SAFe, ITIL, Azure, AWS, or equivalent credentials.

Security and employment conditions

  • U.S. citizenship is required.
  • Ability to obtain and maintain a favorably adjudicated federal public-trust suitability determination before entry on duty, unless the customer formally grants temporary eligibility under its applicable procedures.
  • Ability to complete and maintain all required federal training, including security awareness, privacy, unauthorized-disclosure training, controlled unclassified information (CUI), sensitive information and For Official Use Only (FOUO) safeguarding, rules of behavior, operational security (OPSEC), insider threat, and nondisclosure requirements.
  • Ability to comply with applicable federal security, privacy, access-control, acceptable-use, and information-protection requirements.

Work location and schedule

  • This role is primarily remote, with occasional attendance at customer sites in the Washington, DC and Northern Virginia region when required.
  • Standard working hours are generally 8:00 a.m. to 4:30 p.m. Eastern Time, Monday through Friday, excluding federal holidays. Occasional work outside normal hours, including evenings, weekends, or holidays, may be required.
