Senior Test and Evaluation Engineer

Info Gain Consulting (IGC) is seeking a Senior Test and Evaluation Engineer to provide objective technical assessment, integration analysis, and test-and-evaluation support for a portfolio of emerging mission technologies supporting a federal law-enforcement and intelligence customer. You will convert operational needs into testable criteria, support design and architecture reviews, develop scenarios and data-collection methods, coordinate authorized test events, analyze evidence, and document findings on performance, usability, scalability, interoperability, reliability, and operational suitability.This position is the evidence engine of the technology-pilot portfolio and reports to the Technology Portfolio Lead. Key responsibilities
- Develop and refine operational needs, use cases, technical and operational requirements, and evaluation questions for each pilot.
- Translate mission needs into measurable, testable performance measures, success criteria, and evaluation methods.
- Support system design reviews and architecture evaluations, identifying strengths, limitations, interfaces, standards, and data dependencies.
- Support integration assessments with existing Government systems, infrastructure, data sources, and workflows.
- Develop test plans, evaluation scenarios, test procedures, structured data-collection instruments, and analysis plans for Government review.
- Coordinate and execute or support authorized test activities using consistent, repeatable procedures.
- Validate data quality; document sources, assumptions, limitations, anomalies, and vendor-provided evidence; and preserve traceability.
- Analyze performance, usability, scalability, interoperability, reliability, and operational suitability.
- Maintain a defensible pilot evidence file and prepare test findings, integration-assessment inputs, and deployment-condition and transition recommendation inputs.
Required qualifications
- Bachelor’s degree in engineering, computer science, information systems, data science, operations research, applied mathematics, or a related technical field; four additional years of directly relevant experience may substitute for the degree.
- At least 7 years in test and evaluation, technical assessment, systems integration, operational analysis, or engineering analysis.
- Demonstrated experience developing testable requirements, performance measures, evaluation criteria, test plans, scenarios, and structured data-collection methods.
- Demonstrated experience analyzing qualitative and quantitative evidence and documenting assumptions, limitations, and confidence.
- Experience supporting system design reviews, architecture evaluations, interface analysis, or integration planning.
- Ability to assess performance, usability, scalability, interoperability, reliability, and operational suitability in realistic environments.
- Strong technical writing, data-presentation, briefing, and vendor-neutral analytical skills.
- Proficiency with Microsoft 365 and appropriate data-analysis, requirements, or test-management tools.
Preferred qualifications
- Experience supporting DHS, DoD, federal law enforcement, public safety, intelligence, or another operational test environment.
- Experience in one or more relevant domains, such as vehicle sensing, computer vision, digital-media exploitation, RF sensing or geolocation, maritime systems, counter-surveillance, or AI-enabled analytics.
- Experience with operational test and evaluation, independent verification and validation, or field experimentation.
- INCOSE certification, DAU test-and-evaluation training, Certified Test and Evaluation Professional, or comparable credential.
- Experience managing vendor-provided data and protecting objectivity in an acquisition-sensitive environment.
