Federal Acquisition and Requirements Analyst

Position overview

Info Gain Consulting (IGC) is seeking a Federal Acquisition and Requirements Analyst to provide vendor-neutral acquisition-planning and requirements-analysis support for an advisory engagement serving a federal law-enforcement and intelligence customer. You will translate operational needs, OSINT capability gaps, and technology-pilot evidence into measurable, testable, and traceable requirements and into Government-reviewable acquisition documentation, including performance work statements and statements of work.
This federal acquisition role supports market research, Government-led industry engagement, evaluation-criteria development, and transition and sustainment planning, with procurement integrity and vendor neutrality at its center. The Analyst may draft, analyze, facilitate, and recommend, while all acquisition, source-selection, award, and funding decisions remain with authorized Government officials.

Key responsibilities

• Facilitate requirements elicitation with Government stakeholders to capture operational needs, use cases, constraints, and interfaces.
• Translate operational needs into clear, measurable, testable technical and performance requirements.
• Maintain requirements traceability from mission need through requirement, performance measure, evaluation criterion, pilot evidence, and acquisition document.
• Draft and update performance work statements, statements of work, technical requirements, and acquisition-planning inputs for Government review.
• Conduct vendor-neutral market research and summarize solution capabilities, maturity, common pricing approaches, gaps, and trade-offs.
• Support Government-led requests for information, sources-sought notices, and industry days by drafting materials and response summaries.
• Draft measurable evaluation factors and criteria aligned to approved requirements.
• Convert pilot findings, limitations, and operational-suitability results into refined requirements and acquisition-planning inputs.
• Develop transition and sustainment inputs addressing readiness, integration, licensing, training, technology refresh, and total-cost considerations.
• Apply organizational-conflict-of-interest, procurement-integrity, and vendor-neutrality controls to all acquisition-support activities.

Required qualifications

• Bachelor’s degree in acquisition, contracting, business, public administration, engineering, systems engineering, information systems, intelligence studies, or a related field; four additional years of directly relevant experience may substitute for the degree.
• At least 6 years in federal acquisition support, requirements analysis, market research, systems acquisition, or procurement analysis.
• Demonstrated experience drafting or materially supporting PWSs, SOWs, technical requirements, evaluation criteria, or market research reports.
• Demonstrated ability to translate operational needs into measurable, testable requirements and maintain traceability.
• Working knowledge of federal acquisition roles, procurement integrity, organizational conflicts of interest, and inherently governmental boundaries.
• Experience conducting objective, vendor-neutral market research and summarizing technical and commercial trade-offs.
• Strong analytical writing, document-development, facilitation, and briefing skills.
• Proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and requirements or document-tracking tools.

Preferred qualifications

• Experience supporting DHS, CBP, another federal law-enforcement or intelligence organization, or a comparable mission environment.
• Experience acquiring or evaluating commercial data services, SaaS platforms, sensors, analytics, AI-enabled capabilities, or emerging technology.
• Experience translating pilot, prototype, test-and-evaluation, or operational-assessment findings into acquisition requirements.
• FAC-C, DAWIA, CFCM, CPCM, or comparable acquisition credential.
• Familiarity with lifecycle cost, licensing, technology refresh, sustainment, Section 508, privacy, cybersecurity, and supply-chain considerations.

Work arrangement

This position reports to the Deputy Program Manager. On-site performance depends on completion of applicable Government suitability, credentialing, workstation, facility, and access requirements. Work arrangements remain subject to Government direction and final contract requirements.

Security and access requirements

This position requires successful completion of applicable background investigation, suitability, fingerprinting, credentialing, training, nondisclosure, and access requirements. The employee must be able to obtain and maintain any required Personal Identity Verification (PIV) credential and associated facility, system, and information access; comply with secure-facility restrictions; and properly safeguard Controlled Unclassified Information, personally identifiable information, sensitive personally identifiable information, procurement-sensitive and source-selection-sensitive information, and other protected information. Candidates must satisfy any citizenship, immigration-status, suitability, and access requirements applicable to the assigned facility, system, or information.

Role boundaries

The Analyst drafts, analyzes, facilitates, and recommends for Government review but does not evaluate offers, select vendors, make awards, obligate funds, or determine acquisition strategy. Industry communication occurs only as Government-led and authorized.

Contingency statement

This position is contingent upon contract award, funding, final staffing approval, successful completion of applicable suitability and credentialing requirements, and confirmation of the anticipated start date.
