LIHEAP Program Specialist

Role Overview:
The Program Specialist supports the administration, monitoring, and evaluation of the Department of Health and Human Services (HHS) , Office of Community Services(OCS), Low Income Home Energy Assistance Program (LIHEAP) program, which provides energy assistance to low-income households. They ensure that grantees comply with statutory, regulatory, and policy requirements, and that federal funds are used effectively to achieve program goals.
 
Key Responsibilities:
  • Grant Oversight & Monitoring:
    Review and monitor grantee applications, plans, and performance reports to ensure alignment with LIHEAP statutory and regulatory requirements.
    Conduct desk and onsite reviews to assess compliance and program performance.
  • Technical Assistance:
    Provide guidance and technical assistance to state, tribal, and territorial grantees on program design, implementation, reporting, and fiscal management.
    Interpret federal policies, regulations, and procedures for grantees.
  • Program Analysis & Reporting:
    Analyze data and performance outcomes to assess program effectiveness and identify best practices or areas for improvement.
    Support the development of reports, issue briefs, and policy analyses related to LIHEAP operations and performance.
  • Stakeholder Collaboration:
    Coordinate with internal HHS offices, other federal agencies, and external partners to ensure program consistency and to share information on energy assistance initiatives.
    Participate in national conferences, workgroups, and interagency efforts.
  • Policy Support:
    Assist in developing or updating guidance, policy memos, and training materials.
    Support the implementation of new legislative or regulatory changes affecting LIHEAP.
 
Typical Qualifications:
  • Education: Bachelor’s or Master’s degree in Public Administration, Social Work, Public Policy, or a related field.
  • Experience: 3–7 years of experience in program or grant management, preferably within a federal or state human services context.
  • Skills: Strong analytical, communication, and project management skills; familiarity with grant systems (e.g., GrantSolutions) and federal reporting tools; and ability to interpret regulations and apply them to program operations.
