Child Welfare Research Project Manager

The Project Manager will act as the principal child welfare expert and leader in process discovery and performance metrics research. This role will also direct systems analysis and examine raw data and record-keeping practices to discern trends and answer critical questions regarding program operations and data-driven strategies to ensure child safety, health, timely discharges, and secure family unifications for children in ORR custody. The incumbent will guide project efforts to identify research-informed or validated business, performance, and service-related inquiries essential for safeguarding child welfare and facilitating timely discharges. Additionally, this position will produce regular reports on historical trends, information gaps, and recommendations for enhanced quality indicators and performance measures that aid UC Program leadership in making informed decisions and forecasting future program needs. Recommendations may include updates for information management, with considerations for automation to enhance the value of reporting and aligning strategies with industry best practices.

Minimum Qualifications:

Education: Master's degree in child Welfare, Social Work, or related field.

Experience: At least 10 years in overseeing child welfare and immigration services.

Program Statistics: Experience with evaluation and improvement metrics within large child welfare systems

Analytics Platforms: Experience with Power Bi, Tableau, data architecture, data warehouses, algorithmic programming, and data visualization.

Model Transformation: Experience with diagnosis and transformation/adaption of models for improved utility.

Childcare licensing: Proficiency in childcare licensing and accreditation regulations

Quality Programming: Experience with quality childcare and shelter programming

Immigration and Adoption: Familiarity with immigration and adoption systems

Data Analytics: Advanced knowledge of applying data analytics to inform management decisions

Skills: Superior analytical, communication, and problem-solving abilities

Capabilities: Strong organizational and leadership capabilities
